We do fingerprinting Monday - Friday from 8 am to 5 pm, and Saturdays from 12 noon to 5 pm (please feel free to call, in order to confirm weekend and holiday hours).  No appointment is needed, and invariably, there is no wait.  If, however, you would like an appointment, then we are happy to accommodate you; just give us a call!

We do fingerprinting on FINGERPRINT CARDS (yours or ours, which are FBI FD-258 cards) for every imaginable purpose, including but not limited to professional licenses, employment, criminal record checks, name change petitions, and for visas and passports of those countries of the world that require it.

We guarantee (your money back) that the FBI will accept the fingerprint cards that we prepare for you even though we are not a law enforcement agency (and, by the way, neither the Pennsylvania State Police nor the Philadelphia Police will fingerprint you unless you have been arrested first!)  We also guarantee that NO ONE will reject our cards because they were "poorly prepared."

We do not do "live scan" or "electronic" fingerprinting, but our fingerprint cards are accepted by all live scan organizations, in Pennsylvania and elsewhere, for almost every purpose.

We do not "lift" latent fingerprints from objects touched by someone's hands.

We have the best prices in the area, charging $20 (tax included) to prepare a fingerprint card, and discounts are available for 3 or more cards per person.  There is a special discount for fingerprints destined for the Pennsylvania Cogent live-scan fingerprint system; that is to say, if you are going to be working with children or the elderly, we will prepare 2 fingerprint cards for you plus do your on-line Cogent registration, all for $15.00!   Moreover, all fingerprint clients receive a discount on photography and on Pennsylvania State Police Criminal Record Checks if those services are performed at the same time as fingerprinting.  We accept checks and money orders (payable to "EAB Trust"), and we accept cash, but we do not accept credit/debit cards. 

We can even fingerprint you at your business location or in your home, that special service costs more.

1.  Who we are--what we do and what we don't do:

For the last 26+ years, the famous "Rosa Photo" truck, parked at the curb on Callowhill Street between 15th and 16th Streets (in zip code 19130, near Community College, the historic Philadelphia Inquirer Newspaper Building, Hahnemann Hospital, Philadelphia City Hall, the Philadelphia Convention Center, and the US Immigration [USCIS] Building) has been serving the public with  FINGERPRINTING; PHOTOGRAPHY for passports, visas, professional licenses and gun permits; ID CARDS for small businesses; and IMMIGRATION SERVICES (such as Infopass, Visa Lottery, USCIS form preparation and immigration consulting).

We do rolled FINGERPRINTING on FBI standard FD-258 fingerprint cards (or the equivalent issued by various agencies and state governments) for almost any purpose, including professional license applications (such as law, medicine, nursing, pharmacy, banking and insurance), pre-employment screening (for almost all State and Federal Government positions, including Peace Corps and 2010 Census), criminal record checks, name-change applications, criminal background checks for child-care and home-care positions, applications for immigration into such other countries as Canada and Australia, and applications for passport renewals for such other countries as South Africa.  Our work is recommended by Philadelphia City Hall and by the Philadelphia Police Department.

We are a private company, and thus we are not a law enforcement agency.  In fact, the Philadelphia Police Department does not fingerprint individuals unless they have been arrested.  If you have instructions that your fingerprints should/must be taken by a police department, please don't stress out about this!  There is no way for governmental agencies all over the USA to know that the Philadelphia Police cannot help you, and by the same token, very few governmental agencies in other parts of the USA, or overseas, are aware that the FBI will accept fingerprint cards that are properly prepared by qualified private vendors like us.  

IN FACT, WE OFFER A MONEY-BACK GUARANTEE THAT OUR FINGERPRINT CARDS WILL NOT BE REJECTED BY THE FBI BECAUSE WE, AS A PRIVATE VENDOR, HAVE PREPARED THEM.

We do not submit your fingerprint card(s) to the FBI.  After we have fingerprinted you, you should either send the card(s) to whomever you have been instructed to, or else we are happy to give you instructions on how to send the cards directly to the FBI.

"Live scan" fingerprinting ???

We do not do "live scan" fingerprinting, but we can certainly help you even if you are under the impression that you are required to use "live scan."  Here are two scenarios:

a.    If you need a Pennsylvania clearance (from, for instance, the Pennsylvania Department of Public Welfare, or the Pennsylvania Department of Education, or the Pennsylvania Department of Ageing, or the Pennsylvania Department of Banking or the Pennsylvania Department of Transportation, for Hazmat) and you already have a Cogent fingerprint voucher or ID number for "live scan," then we are willing, for a $15.00 total fee, to fingerprint you (on two standard FD-258 FBI fingerprint cards), which you will then mail to Cogent, which in turn will scan the cards (instead of scanning your fingers!); whether you fingers are "live scanned" or whether your fingerprint cards are scanned, either way, Cogent will send your data to the FBI, and then you will then get the same clearance within the same timeframe.  Moreover, if you haven't registered yourself for Cogent live scan, then we will register you, at NO additional cost, just before we fingerprint you.

b.    If your goal is to be approved for a professional license or a professional approval in any state other than Pennsylvania (if, for instance you are a physician in Pennsylvania who also needs a license for California or Delaware), and if it is "recommended" to you--or even if you are "instructed"--to get "live scan" fingerprinting, then don't waste your time looking for the impossible, and here is why:  "live scan" is not generally available to the public in Pennsylvania, and it certainly is not available to you, because the offices that do "live scan" are set up to process submissions only for Pennsylvania licenses and clearances.  Instead, you should explain to the regulators in the other state that because "live scan" is not generally available in Pennsylvania, and because the local police here will not take your fingerprints unless you first have been arrested (!), thus you are requesting of them "permission" to be fingerprinted by us on standard FD-258 FBI fingerprint cards, whereupon you (or if absolutely necessary, we) will send the fingerprint card or cards to whatever address they instruct you to use.  You should explain that we are recommended by the Pennsylvania State Police and by the Philadelphia Police Department, and in addition our fingerprints are, by law, accepted by the FBI. 

We normally do not do fingerprinting for US immigration purposes, because the USCIS has its own in-house "live scan" system.  However, if "live scan" doesn't work for your fingers, then the USCIS can authorize us to fingerprint you "the old fashioned way."   More importantly, if your immigration attorney wants you to be checked out by the FBI before she/he files paperwork for you with USCIS, or if you yourself want to make sure that no criminal record appears for "someone" with your name, birthdate and/or fingerprints before you file immigration paperwork for yourself, then we are most happy to help you.

In general, if "live scan" equipment cannot record of good set of images for you, or if you or your client is bedridden and thus cannot go to a "live scan" location, or if someone is handicapped in some fashion and thus cannot use "live scan" equipment, or if you have found a "live scan" location that has impossible hours or is just in the wrong neighborhood, then we are ready to help--please let us know, and we will work with you!  For instance, we have been hired many times by the Department of Human Services of the City of Philadelphia to fingerprint individuals in their homes.

2.  Our fees:

We charge $20 (tax included) per fingerprint card, if you visit us at our location.  This is the most reasonable cost for fingerprinting in the area!  If you need three or more cards prepared, a discount is available.   If you need "live scan" fingerprint services in conjunction with Cogent Pennsylvania professional clearances, then we offer a very special price of $15.00 (complete), inclduing two fingerprint cards prepared plus Cogent registration if needed, but you will still have to pay Cogent's normal processing fee (usually $25.75) and you wil have to mail to Cogent the two fingerprint cards that we prepare for you.

If we are going to visit you at your business or at your home, there will be a surcharge for our travel and the extra time involved.  Thus, the minimum fee is $250 (for travel to a business office or home in Center City Philadelphia), and this fee includes up to 12 fingerprint cards.  For a small business with several employees, this pricing can be quite effective, once you take into account the time and the money that will be saved by your staff not having to travel away from your location!  (click here to read more about VIP Fingerprinting at Your Location)

All fingerprint clients receive a discount on Photography and on Pennsylvania State Police Criminal Record Checks if those services are performed at the same time as fingerprinting.  Thus, although the cost for two passport or visa photos (2" x 2" or 35 x 45 mm or any special size you need) is usually $15.00, the special cost for fingerprint clients is only $10.00.  And although the cost for a Pennsylvania State Police Criminal Record Check (normally issued while you wait) is usually $30.00, the special cost for fingerprint clients is only $20.00.

3.  Our location and how to get there:

We are not in a building!  Rather, we are in a large van or truck or "lorry," parked permanently at the curb, along the south side of Callowhill Street, half-way between 15th and 16th Streets, in Philadelphia zip code 19130.  The address, if our truck had an address, would be 1550 Callowhill Street.  Callowhill Street is between Vine Street and Spring Garden Street.  The traffic runs one way, from east to west, and there is excellent on-street parking at $0.25 meters.   Our mobile unit has big signs on top that say “ROSA PHOTO.”  If this is confusing, think of a "lunch truck" without any food!  Here is a picture of our van, and a map showing where we are in Center City:

We are very near Philadelphia Community College (at 16th and Spring Garden), the Philadelphia Inquirer Newspaper Building (at Broad and Callowhill), Hahnemann Hospital (at 15th and Vine), Philadelphia City Hall (at Broad and Market), the Philadelphia Convention Center (at 13th and Arch), and the US Immigration [USCIS] Building (at 16th and Callowhill).  There is abundant parking at 25-cent, 3-hour meters on Callowhill Street. 

IF YOU ARE DRIVING, WE ARE VERY CLOSE TO THE BROAD STREET EXIT OF I-676 (The Vine Street Expressway)

WE ARE ALSO VERY CLOSE TO PUBLIC TRANSPORTATION LINES.  FOR INSTANCE:

SEPTA Bus No. 2, which runs north on 16th Street, has a stop at the southeast corner of 16th and Callowhill Streets.  Once you disembark, just walk east some 50 feet to our van.

SEPTA Market-Frankford subway-elevated train line, or any SEPTA underground trolley line:  use the 15th Street stop; exit onto street at 16th Street and JFK Blvd., walk north 5 short blocks to Callowhill Street (or take SEPTA Bus No. 2 that runs on 16th Street to the corner of Callowhill Street), turn right, and then walk 50 feet eastbound (towards Broad Street) to our van.

SEPTA Broad Street subway train line:  use the Spring Garden Street stop; walk westbound along Spring Garden Street until the corner of 15th Street, then turn left (southbound) until the first full intersection, which is Callowhill Street, then make a right turn, walking 100 feet westbound (towards 16th Street) to our van.

 

Additional Driving Choices

a

Driving southbound on I-95, from northeast Philadelphia or Bucks County:  use Exit 22, which is the Callowhill Street Exit (and make sure that you then stay in the very far right lane of the four exit lanes).  Make a right turn from the exit lane onto 2nd Street, and then, at the first traffic light, make a right turn into Callowhill Street, and then proceed westbound on Callowhill Street past the corner of 15th Street, whereupon you will see our truck, with its large “Rosa Photo” signs, parked on the left, or south, side of the street.  There is abundant parking at $0.25 meters.

 

Driving northbound on I-95, from Delaware County and the Airport:  use Exit 22, which is the I-676 Exit.  This “left exit” has two lanes, and you should stay in the right-most lane because you will immediately exit onto Callowhill Street.  Then proceed westbound on Callowhill Street (this is a one-waystreet) past the corner of 15th Street, whereupon you will see our truck, with its large “Rosa Photo” signs, parked on the south (left) side of the street.  There is abundant parking at $0.25 meters.

 

Driving eastbound on the Schuykill Expressway I-76, from the western suburbs (including traffic from the Pennsylvania Turnpike and the Northeast Extension of the Turnpike):  use Exit 344, which is the I-676 Exit; this is the exit after the Spring Garden Street Exit.  This “left exit” has two lanes, and you should stay in the right lane because you will then exit at the Broad Street / 15th Street Exit.  At the traffic light at the end of that exit ramp, make a right turn into 15th Street (southbound), to the next corner, whereupon you will make a right turn into Spring Street, whereupon you will take Spring Street one block until it ends at the next corner (16th Street), whereupon you will make an obligatory right turn and proceed northbound on 16th Street, past Vine Street, to the corner of Callowhill Street.  Then make a left turn and take the first available parking spot at a $0.25 meter.  Then walk back (i.e. eastbound) along Callowhill Street, crossing 16th Street, whereupon you will see our truck, with its large “Rosa Photo” signs, parked on the south (right) side of the street.

5.  Our fingerprint cards or yours ???

If you have been given a fingerprint card by your company, or by a government agency, then we and you should use it, but if it gets damaged, do not despair--we have plenty of blank FBI fingerprint cards (form FD-258) to serve as replacements.  By the same token, if you need your fingerprinting to be "done yesterday," and the special card(s) for which you are waiting still have not arrived, then we can use our blank FBI cards instead.  And there is no extra charge when we use our cards instead of yours!

6.  Entering your data on a fingerprint card

Please allow us to help you enter your data on your fingerprint card--we really know how to do it, and we have the list of official abbreviations that the FBI will accept for such items as hair color, eye color and race.  But if you want to do it yourself, at least please PRINT (in other words, use block letters, and not cursive) and please use BLACK INK (in other words, don't use blue, green or red ink).

7.  VIP Fingerprinting at Your Location

If it serves your needs, we will come to your business or to your home to fingerprint you or your staff.  This is especially useful if you are too busy to travel, or if you are handicapped, or if your staff is so large that it is not economical to send so many people to us, when we can come to you.

Although we charge $20 per fingerprint card when you come to our location, on the other hand, if we are going to visit you, there will be a surcharge for our travel and extra time consumed.  In fact, our minimum fee (for travel to certain locations within Center City) is $250, whereas we charge $300 for remote areas of Philadelphia, and up to $350 for distant suburbs. 

On the other hand, this minimum fee of $250 includes up to 12 fingerprint cards.  Thus, if your business needs 2 fingerprint cards each for 6 individuals, or 4 cards each for 3 people, etc., then you world be paying us $240 if your staff travelled to us, but only $10 extra if we came to you.  For a small business with several employees, this pricing can be quite effective, once you take into account the time and the money that will be saved by your staff not having to travel away from your location!  And, for orders of 13+ cards, there is no surcharge at all--we just absorb the travel cost.

Moreover, if your business is in another part of the city, or in a Philadelphia suburb, and if your need, let's say, 20 fingerprint cards, then you would simply pay us $400 for the cards, with no surcharge, taking into account that our minimum fee for travel/time to your location would have been $300 or $350, depending on your exact location.
